2 Kings 19:25 (KJV)
Hast thou not heard long ago how I have done it, and of ancient times that I have formed it? now have I brought it to pass, that thou shouldest be to lay waste fenced cities into ruinous heaps.
These are the words of God, by Isaiah, directed toward the Assyrian king.
First, in response to the threats and boasting of his general.
Second, in response to the prayers of Hezekiah following them.
God knows that Sennacherib knows from “long ago” what God has done. His anger, then, is not toward Jerusalem or Hezekiah, but directed completely toward God.

Because thy rage against me and thy tumult is come up into mine ears, therefore I will put my hook in thy nose, and my bridle in thy lips, and I will turn thee back by the way by which thou camest.
I am confident Sennacherib and Rabshakeh would both have denied knowing this. They would have denied having any interest in God at all, except to mock the Jews for Him. But God knew they knew what He had done.
I’m going to go out on this limb.
I’m going to believe God and His Word.
I’m going to insist, to my dying day, that the atheist, the skeptic, the mocker of all things Christian, has known all along that God is—that He is at work—and that their rage, anger, mockery, and fighting is an attack against the God whom they know to be and against whom they rebel.
But rather than being angry at them in return, I am going to take my cue from Hezekiah and spread out my prayers to Him—and for them.
I’d rather they be saved than eternally destroyed.
