My harp also is turned to mourning, and my organ into the voice of them that weep.

I am reminded of,
Psalms 137:1-4
By the rivers of Babylon, there we sat down, yea, we wept, when we remembered Zion.We hanged our harps upon the willows in the midst thereof.For there they that carried us away captive required of us a song; and they that wasted us required of us mirth, saying, Sing us one of the songs of Zion.How shall we sing the LORD’S song in a strange land?

The Jews in Babylon believed it to be inappropriate to sing their songs of victory, rejoicing and worship while being captive in that strange land.
Music is intended to:
- Record an event or experience,
- Worship our God and to
- Stir our soul
Some music creates in us a spirit of rejoicing and celebration. Job said his music had turned into mourning.
While music can reflect such a spirit, I doubt it is ever an appropriate use of it. Israel hung their harps on the willow in Babylon and forgot the God of their heritage. How much better it would have been to sing those songs and thereby keep alive their faith? How much better, in times of distress, it would be to sing songs that lift the spirits rather than to use music to sustain or reflect our sorrowful state?
Music may turn to mourning. Or else we may use it to help turn our mourning into rejoicing.
