1 Samuel 13:11 (KJV)
And Samuel said, What hast thou done? And Saul said, Because I saw that the people were scattered from me, and that thou camest not within the days appointed, and that the Philistines gathered themselves together at Michmash;

Notice the separation of authority and responsibility that occurs in this passage. Clearly, Saul and Samuel were in different offices. The people had demanded that God give them a king, and God obliged. He did not, however, impart into that king authority in spiritual matters.
Notice further that the office of the preacher was above that of the king. It was the preacher who rebuked the king and it was the king who offered an excuse.
It seems to me that the matter tested in this account was that of faith. God seldom works in our time. Those who insist on a man-made, tightly framed schedule might frequently schedule God right out of their plans. There was an appointed time and it certainly appears to me that Samuel got there on time. He just didn’t get there in Saul’s time.
The king’s business might require haste. Seldom does God’s.
