Deuteronomy 21:1-3 (KJV)
If one be found slain in the land which the LORD thy God giveth thee to possess it, lying in the field, and it be not known who hath slain him:Then thy elders and thy judges shall come forth, and they shall measure unto the cities which are round about him that is slain:And it shall be, that the city which is next unto the slain man, even the elders of that city shall take an heifer, which hath not been wrought with, and which hath not drawn in the yoke;

The city officials took responsibility for the loss of life if the guilty party could not be found. Our cities would be better places if those in authority took responsibility before God for the crimes of the city.

Notice that they didn’t write new laws to restrict the freedoms of their citizens. Such an action ultimately puts the blame on the citizens rather than the officials. What they did was appeal to God for mercy. Here is our country’s great problem. Our leaders are:

• Moving farther away from God 
• Refusing to accept spiritual accountability and therefore 
• Blaming the problems on everyone other than those God made accountable

We need a spiritual revival in government. We need officials who:

• Confess their sins 
• Own the sins of their citizenry and 
• Seek God for mercy
