Exodus 25:1-2 (KJV) Willingly With His Heart


Exodus 25:1-2 (KJV)
And the LORD spake unto Moses, saying,
Speak unto the children of Israel, that they bring me an offering: of every man that giveth it willingly with his heart ye shall take my offering.
It is interesting that God is definitely the one who gave the command to bring an offering and Moses was definitely commanded to tell the people to bring it. 
To bring an offering is the will of God. 
But, though, Moses was to tell the people to bring it, he was to accept only those offerings given ”willingly and with his heart.” The only way I know that this would be possible is that he spoke the command in such a way that only those who wanted to give “willingly and with his heart.” Felt compelled to give at all. I take it that Moses’ manner of speaking was not so forceful that an unwilling heartfelt coerced into participating. 
God loves a cheerful giver. This is a matter of the heart and not of obligation. Unless duty is personal rather than forced it is not of God.
