Deuteronomy 15:4-5 (KJV)
Save when there shall be no poor among you; for the LORD shall greatly bless thee in the land which the LORD thy God giveth thee for an inheritance to possess it:
Only if thou carefully hearken unto the voice of the LORD thy God, to observe to do all these commandments which I command thee this day.

It seems to me that the bulk of this chapter is about the blessing of the Lord and whether we believe there is such a thing.
If we believe and lean upon the Lord
Then we will want to carefully hearken unto His voice. Not that any of us are able in the flesh to do so perfectly, but when we carefully hearken, we understand God made provision for that in Christ.

If we don’t really believe in such a blessing
Then being blessed falls upon us, our skills, intellect, education and hard work. Under such a system, we would certainly not forgive a debtor every seven years and, if we did, we would certainly not extend them credit just before the seventh year. We would be trusting our good practice rather than depending on the blessing of God.

That Israel would not trust in the blessing is revealed in verse 11 and confirmed by Jesus in, Matthew 26:11
For ye have the poor always with you; but me ye have not always.

Leviticus 15:16 and following propose a scenario when a believer, for love of God, chooses to live upon the blessings of God rather than the industry of his hands. May believers become increasingly of this caliber.
