1 Chronicles 13:2 (KJV)
And David said unto all the congregation of Israel, If it seem good unto you, and that it be of the LORD our God, let us send abroad unto our brethren every where, that are left in all the land of Israel, and with them also to the priests and Levites which are in their cities and suburbs, that they may gather themselves unto us:

For full disclosure, it would be best to note that this event did not turn out well. By the time it was done: 

• A man was dead, 
• David was displeased, and 
• The ark was “set aside.” 

We often call this event “doing the right thing the wrong way.” David would have been wise to have searched the Scriptures to discover God’s way of transporting the ark. On the other hand, I think David started out correctly. There were two “wills” he consulted in his proposal to bring back the ark:

• The will of God’s people
• The will of God

(It was already in his own heart – his will – to do this thing.)

Good leadership is not driving leadership but leading leadership. It seeks the mind of those being led. It engages them in the decision process. Good leadership never stops there. The mind of the multitude can be as wrong as the mind of the individual. We must have also the mind of God on a matter.
