Psalms 17:1 (KJV) The Prayer God Hears


Psalms 17:1 (KJV)
A Prayer of David. Hear the right, O LORD, attend unto my cry, give ear unto my prayer, that goeth not out of feigned lips.
I read a quote on prayer from E.M. Bounds today. He says that prayer without enthusiasm is meaningless. If he refers to fervency, then I think he has a Biblical argument. 
But how?
Are we to understand that a self-stirred enthusiasm is what God seeks?
We all know those souls who seem to bubble with enthusiasm all day every day. Are they the only people whose prayers God cares to hear? I rather imagine that the enthusiastic prayer God enjoys is that prayer which is stirred first by God himself. 
I consider this passage and see two ways to view it:
Hear my prayer when it is not from feigned lips. 
God has little interest in our fake, hypocritical prayer. It is genuine prayer that God hears.
Hear my prayer because it doesn’t come from feigned lips
The psalmist knew himself to be sincere, genuine, and without hypocrisy. 
May God help us to pray to him in times of unfeigned and sincere lips.
