And also the Strength of Israel will not lie nor repent: for he is not a man, that he should repent.
And yet He did repent of making Saul King. It says so both in the early part of this chapter and the ending verse.
It’s a matter of definition. We tend to think of repentance as some sort of sorrow for what we have done. It is not. It is a change of direction.
God is not sorry that He made Saul to be king. It was the plan of God and necessary for the complete narrative of turning man from sin.
What God did was a change of direction in the lineage of the royal family of Israel. It passed from Saul to David. When that change was made, God then promised to David that the throne would not depart from the family of David like it had with Saul.[1]

It repenteth me that I have set up Saul to be king: for he is turned back from following me, and hath not performed my commandments. And it grieved Samuel; and he cried unto the LORD all night.

And Samuel came no more to see Saul until the day of his death: nevertheless Samuel mourned for Saul: and the LORD repented that he had made Saul king over Israel.

And when thy days be fulfilled, and thou shalt sleep with thy fathers, I will set up thy seed after thee, which shall proceed out of thy bowels, and I will establish his kingdom.
He shall build an house for my name, and I will stablish the throne of his kingdom for ever.
I will be his father, and he shall be my son. If he commit iniquity, I will chasten him with the rod of men, and with the stripes of the children of men:
But my mercy shall not depart away from him, as I took it from Saul, whom I put away before thee.
And thine house and thy kingdom shall be established for ever before thee: thy throne shall be established for ever.
