Thus saith the LORD; For three transgressions of Judah, and for four, I will not turn away the punishment thereof; because they have despised the law of the LORD, and have not kept his commandments, and their lies caused them to err, after the which their fathers have walked:
Judgment from God is dependent upon circumstances, but I believe this to be the root. All of those judged in this chapter have at their base, committed the same sin Judah is guilty of. “They have despised the law of the Lord and have not kept His commandments.”
One might commit sins different from another based on what they have been taught, the environment they have grown up in, and the culture in which they have lived, but this is the truth about all of them; “they have despised the law of the Lord and have not kept his commandments.”
What this means is that no matter where you find yourself in life, no matter what sins might be common for you, the path to repentance and reconciliation with God is exactly the same,
Psalms 1:2 (KJV)
But his delight is in the law of the LORD; and in his law doth he meditate day and night.
