Greatly desiring to see thee, being mindful of thy tears, that I may be filled with joy;

The best likelihood is that Paul meant those tears of Timothy when they had parted last. The Bible does not tell us when that was but we might use, just as an example, the parting of Paul from the elders of Ephesus as described in Acts 20:17-38.
If Timothy were there, certainly it was an emotional moment. It was something Paul would not soon forget and would give him comfort and warm thoughts in that chilly, dark dungeon.
And do not we very often console ourselves, in difficult times, with memories of the affection of others for us? Sometimes the slightest act of kindness or the most imperceptible of expressions of friendship are enough to carry us through deep waters of affliction.
I am reminded then, to be generous with such acts of kindness.
