Gill says that the distinction here must not be between earth and heaven because:
- It would explain one with a more obscure one
- It would be unnecessary because obviously the Lord pitches the one in heaven
He says the distinction is between the Old Testament ministry of Moses and the New Testament one of Christ. The true tabernacle would be the local church. This would then not be a proof passage for the universal or, as some call it, the true church. There is no such thing ever taught in the Bible. The passage is consistent with what we find throughout Hebrews, a contrast between the old covenant delivered through Moses and the new and better one delivered through Jesus.
