Psalms 38:13-14 (KJV)
But I, as a deaf man, heard not; and I was as a dumb man that openeth not his mouth.
Thus I was as a man that heareth not, and in whose mouth are no reproofs.

The previous verse gives us the context of these two, Psalms 38:12 (KJV)
They also that seek after my life lay snares for me: and they that seek my hurt speak mischievous things, and imagine deceits all the day long.

The adversaries have laid snares, imagined deceits, and, for the purpose of this visit with God, spoken mischievous things. Verses 13-14 are his response.
- He did not listen to them
- He did not open his mouth against them
Oh, the wisdom of the deaf ear and the dumb mouth.
I understand that there is a time to listen and a time to speak out. One could argue that is exactly what this Psalm is. What it isn’t is a personal and frontal attack on his adversaries. He was content to disregard their comments and to keep his reproofs of them to himself.
The following verse tells us how, Psalms 38:15 (KJV)
For in thee, O LORD, do I hope: thou wilt hear, O Lord my God.
For in thee, O LORD, do I hope: thou wilt hear, O Lord my God.
He knew God could hear his prayer, so he brought his trouble to the Lord.
God help us to have a deaf ear and dumb mouth to our adversaries but have an open ear to God’s Word and a ready prayer in our mouths.
