Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets.
The context of the chapter makes this passage very clear. God will do nothing without revealing to His prophets that they may preach it. The promise is refreshing and helpful. God makes His word clear. He calls men to the office of prophet, or preacher, and He equips them to understand the Word of God so as to make it known to others.
The Holy Spirit of God will teach the Word of God to any child of God who will study. But the fact of the matter is that some, even most, have been assigned work that prevents long, in-depth, detailed study. Therefore, God calls some, not many but some, to focus their time attention, and resources to study to show themselves approved. To them, the Holy Spirit of God grants illumination so that these “prophets” may clearly proclaim the Word of God. Through this proclamation, the people of God are equipped to minister to others.
God will never leave His people without a prophet to proclaim His Word.
