For I will pour water upon him that is thirsty, and floods upon the dry ground: I will pour my spirit upon thy seed, and my blessing upon thine offspring:
It is apparent to me that verses 1-5 should be taken as a whole,[1] with verse 3 serving as the central theme. The repeated use of the word "pour" serves as a bridge between the physical and spiritual aspects of the verse. The initial pouring relates to physical needs—water for the thirsty and floods for the dry ground. The subsequent pouring shifts to spiritual dimensions—life for their young and blessings for their posterity.
In the first case, the one who thirsts receives abundantly, indicating that we should expect abundance in the spiritual realm as well. The term "spirit" in lowercase likely refers to life rather than the Holy Spirit. The satisfaction of the thirsty soul extends beyond an individual level—God seeks to satisfy the land, the country, the nation.
The provision of life to the offspring suggests not life but new life. God's desire isn't confined to saving individuals; He longs for the regeneration of generations. While today we witness sporadic individual salvations, the plan of God envisions an inestimable number of souls saved from every kindred, tribe, and tongue.[2] Presently, certain people groups lean towards the Lord, as is seen in Korea and the Philippines, or historically in England and the United States. However, in the ultimate fulfillment, people from every corner of the world throughout all time will experience the blessing of knowing the LORD.[3]

Isaiah 44:3 (KJV) Like Willows by the Water
[1] Isaiah 44:1-5 (KJV)
Yet now hear, O Jacob my servant; and Israel, whom I have chosen:
Thus saith the LORD that made thee, and formed thee from the womb, which will help thee; Fear not, O Jacob, my servant; and thou, Jesurun, whom I have chosen.
For I will pour water upon him that is thirsty, and floods upon the dry ground: I will pour my spirit upon thy seed, and my blessing upon thine offspring:
And they shall spring up as among the grass, as willows by the water courses.
One shall say, I am the LORD'S; and another shall call himself by the name of Jacob; and another shall subscribe with his hand unto the LORD, and surname himself by the name of Israel.
[2] Revelation 7:9 (KJV)
After this I beheld, and, lo, a great multitude, which no man could number, of all nations, and kindreds, and people, and tongues, stood before the throne, and before the Lamb, clothed with white robes, and palms in their hands;
[3] Genesis 12:3 (KJV)
And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed.
