Acts 2:33 (KJV)

Therefore being by the right hand of God exalted, and having received of the Father the promise of the Holy Ghost, he hath shed forth this, which ye now see and hear.

In Acts 1:8 Jesus said, “after that the Holy Ghost is come upon you” they would be witnesses unto Him. In this verse, Peter affirmed that the day of Pentecost was a fulfillment of that promise. 

• We know that there were people from every nation there and
• We know that they were able to hear in their own tongue

The conclusion is that the promise of the Holy Ghost is the ability to witness boldly about Jesus.
